Officials of the Ministry of Defence Stole 190 Million Roubles Allocated for Development of Nuclear Weapon

Staff of the Head Department of Economic Security and Counteraction to Corruption of the Ministry of Interior of Russia revealed plunder of 190 million roubles by high rank officials of the Ministry of Defence, money was allocated for development of a nuclear weapon complex of the Russian Federation, Interfax reports referring to the department.

According to the investigation, the commander of the military unit signed state contracts with business concern on carrying out of a complex of works on construction and commissioning of low-base seismic group of the observing station as well as on commissioning of a cable power line for one of the military units in Krasnoyarsk Territory.

The Ministry of Defence transferred money in full – over 260 million rubles. However following the results of check it appeared that installation and construction works have been executed for the sum less than 70 million rubles. Thus the commander of the military unit and the chief of engineering and technical department of management of the Head Department of Economic Security and Counteraction to Corruption of the Ministry of Interior of Russia signed all acceptance and commissioning certificates, the department reports.

There has been brought a criminal case in relation to the commander of the unit, the chief of engineering and technical department of the head department of the Ministry of Defence and the general director of the company on a charge of swindling.

It became known today that some Nikolay Logachyov, a boy of 19 years, who was not a member of any organization at the action on 31st casually touched sun-like face of the policeman with a fusee and now is threatened with 10 years of imprisonment for this sacrilege in relation to representative of the power. The threat is quite real - Grigory Torbeev accused precisely of the same thing has already staying in prison though no traces of real damage were found on a face of the policeman.

Now let’s look through the article of the criminal code of the Russian Federation number 159 "Swindling":

1. Swindling, that is, the stealing of other people's property or the acquisition of the right to other people's property by fraud or breach of trust, -

shall be punishable by a fine in the amount up to 120 thousand roubles, or in the amount of the wage or salary, or any other income of the convicted person for a period of up to one year, or by compulsory works for a term of up to 180 hours, or by corrective labour for a term of six months to one year, or by arrest for a term of two to four months, or by deprivation of liberty for a term of up to two years.

2. Swindling committed by a group of persons in a preliminary conspiracy, as well as with the infliction of considerable damage on an individual -

shall be punishable by a fine in the amount up 300 thousand roubles, or in an amount of the wage or salary, or any other income of the convicted person for a period up to two years, or by compulsory works for a term of 180 to 240 hours, or by corrective labour for a term of one year to two years, or by deprivation of liberty for a term up to five years.

3. Swindling committed by a person through his official position, as well as on a large scale -

shall be punishable by a fine in an amount of 100 thousand to 500 thousand roubles or in the amount of the wage or salary, or any other income of the convicted person for a period of one year to three years or by deprivation of liberty for a term of two to six years, with or without a fine in an amount of up to 10 thousand roubles or in the amount of the wage or salary, or any other income of the convicted person, for a period up to one month.

4. Swindling committed by an organized group or on an especially large scale -

shall be punishable by deprivation of liberty for a term of five to ten years with or without a fine in the amount of up to one million roubles or in the amount of the wage or salary, or any other income of the convicted person for a period of up to three years.

3. The fraud made by the person with use of the official position, and is equal in the large size, -

it is punished by a penalty at the rate from hundred thousand to five hundred thousand rubles or at a rate of a salary or other income condemned for the period from one to three years, or forced hard labor for the term up to five years with freedom restriction for the term up to two years or without that, or imprisonment for the term up to six years with a penalty at the rate to ten thousand rubles or at a rate of a salary or other income condemned for the period about one month or without that and with freedom restriction for the term up to one and a half years or without that.

That is the heaviest sanction of the heaviest 4th point threatens with the term up to 10 years! Or it’s as well possible to receive just penalty.

What did the defenders of our Homeland mentioned above do? The question is about some "seismic group". What is it and what connection has it with nuclear complex? Seismic sensors are used as elements of missile early warning chain - the rocket of the enemy taking off from a mine creates powerful vibration which is caught by seismic sensors. Simultaneously a flash from start of the rocket engine is fixed from the space. Then the desk receives warning of the rocket attack, our own nuclear missile complex is getting into the ready state - and the enemy receives reciprocal "punishment blow".

If it is not in the ready state – the enemy doesn’t receive reciprocal blow and our remarkable country gets burned in a nuclear fire chamber absolutely unpunished. Oops!

In those gloomy times when our country was still able to counteract to pressure of every opponent such things were qualified as "Betrayal of Motherland" (in present Criminal Code - high treason).

However article of the Criminal Code 275 sounds now so:

High treason, that is espionage, disclosure of state secrets, or any other assistance rendered to a foreign State, a foreign organization, or their representatives in hostile activities to the detriment of the external security of the Russian Federation, committed by a citizen of the Russian Federation…

That is if the reason of failure of creation of the complex of missile early warning was banal self-interest and not help to the foreign state, it’s not treason. Besides corruption as it is, in fact, is a basis of political system in the Russian Federation and we can talk only about inept use of this mechanism – would they get acceptable kickback, there will be no case at all, on the contrary, they would be given award for executing of responsible task.

Here you are the story from absolutely other time: in July, 1938 during operations next to the lake Hasan the Soviet armies suffered heavy losses due to the mistakes done. The Supreme Military Council noted that “huge lacks in condition of the Far East front” came to light. Danger of the entrapment of the front was revealed: the railway was the only way of supply of troops and it was easy to cut it off. While reserve highway from Khabarovsk to the station of Kuybyshevka-Vostochnaya was designated in all plans and on paper as ready (in reality it was constructed only by September, 1st, 1941). In 2 months marshal Blucher (just rewarded with the second Order of Lenin) was arrested, may be there was no his personal guilt in "swindling" round the road, but he was responsible for everything as the commander.
