In Summer the Moscow Region Will Stay without Gas the Same Way as in Winter without Electricity

"Gazprom Mezhregiongaz Moscow", LLC (it enters a group of companies "Gazprom Mezhregiongaz") plans to stop deliveries of gas to more than 70 heat producing organizations of the Moscow Region till the end of May, 2011. As the press-service of the company informs, the total debt of consumers of gas before "Gazprom Mezhregiongas Moscow" for May, 1st of this year has made 13 billion rbl., 7,5 billion of them fall on heat producing regional organizations.

"NTEK", LLC (Naro-Fominsk area) - 191.54 million rbl., MUE "Municipal Economy" (Solnechnogorsky area) - 189,69 million rbl., "О/Z Teploset", LLC (city district Orekhovo-Zuyevo) - 187,79 million rbl., MUE "Teploset" (Sergiev Posad) - 188,27 million rbl., МUE "Ramensky PA TVC" - 160,25 million rbl., "Dmitrovteploservis", LLC - 161,68 million rbl., МUE "Housing and Communal Services of Mozhaisk" - 113,98 million rbl., "Teploset", JSC (Korolev) - 103,62 million rbl. and MUE "Teploset" (Orehovo-Zuevsky area) - 93,5 million rbl are called the largest debtors in the message.

"In the present situation the company "Gazprom Mezhregiongaz Moscow" is compelled to make the plunge - to stop gas delivery. According to the legislation, all debtors were sent notifications on debts for two accounting periods, delivery of gas has been already restricted to some of them, to some of them - stopped", - is written in the message.

From editorial board: Let's pay attention that legal bodies - regional suppliers - are debtors which haven't paid for gas, while physical persons, inhabitants of Moscow regions will not receive gas instead. Thus it's far not truth that inhabitants ought to pay anything - they regularly receive pay-sheets and majority of them regularly pay them off. The debt is formed as a result of actions of companies-operators created at direct participation of local authorities (some of them in general have status of municipal enterprises).

Nevertheless, "Gazprom Mezhregiongaz Moscow", LLC blackmails local authorities with mass switching-off of gas for debtors - citizens, physical persons:

""Mezhregiongaz", LLC hopes that problems with payment of debts for delivered gas will be solved by joint actions of local authorities and organizations-debtors, after all they are responsible for reliability and stability of heat and hot water supply before people".

There is an impression that "Mezhregiongaz", LLC exists not for deliveries of gas to the population and enterprises, but for gathering tribute as Ordynsky Mongols: "We will take a horse, if you don't have money. If you don't have a horse, we will take a wife. If you don't have a wife, we will take your head off".

Meanwhile, gas, as well as other fossil bowels of Russia for the present is still public property under the constitution and extracting and the more so distributing companies are only - operators of these national riches. Gas is necessary to people to heat their houses and to cook food, in home market it's not the goods, it's means of living which state should offer citizens. Yes - on some conditions which make it possible to extract and deliver this gas to the consumer. But no more than that.

It's different in practice. Besides that about 100% of citizens of Ukraine and Belarus are provided with the Russian gas, only 70% of the Russians, even in Moscow region have it. The more so just to get gas even in situation when the pipe goes on site border you will suffer different problems, moreover it will cost you a fortune. Meanwhile it doesn't guarantee you that the state will provide you with gas - you can be switched off at any moment because one structure entrusted to operate with gas hasn't divided money with other, similarly authorized structure. You, citizen, isn't interesting to the state, it's interested in gas only. The more gas you will use at your kitchen, the less it will be sold in a foreign market - you, citizen, cause pure damage to the state.

They have forgotten long time ago that they are not owners of our gas but only operators which main objective is not whip-round but uninterrupted delivery of gas to the population. They have lumbered us long time ago and parasite there. Try to go and to demand something from them - we can only ask, get humiliated and pay, pay...

If we need such structures in general? These ones precisely - caught stealing through and others - similar? By the way not only in the field of gas deliveries but also in electric power industry, in housing and communal services, in water supply and all other structures which without exaggeration support life of modern citizen.

Why can't unique state vertically integrated structure be engaged in deliveries of gas (water, electricity) to the population? Why can't it be controlled by "Gazprom" (Minvodhoz, Ministry of Fuel and Energy)? Why does in general the question of mutual non-payments in the structures operating with only gas appear? When and at what moment does gas cease to be public property and become undivided property of some MUE "Zazhopinsk-gas"?

So - we have only questions. One cannot say that there are no answers - answers are known to all.
