Explosion in Domodedovo Was Planned by the State

Explosion in Domodedovo airport occurred behind the line of customs inspection in arrival hall, therefore many taxi drivers and welcomers appeared among victims of act of terrorism. A man, presumably suicide bomber, put an explosive into action directly in the middle of the crowd of welcomers. 35 people died. All in all more than 130 people suffered. According to preliminary data, capacity of the explosive filled with scraps of bolts, nuts and balls from bearings which came into action could make from 5 to 10 kgs in trotyl equivalent.

- Participation of the state in planning of today's act of terrorism is not the casual slip of the tongue, - editor-in-chief of FORUM.msk Anatoly Baranov specified position of the edition. - Extra centralization of air transportation when 90 percent of flights of the whole country are carried out through two airports automatically makes "Domodedovo" and "Sheremetyevo" zone of terrorist danger. At that traditional explosions onboard of planes, difficult enough from the point of view of organization of act of terrorism, are easily replaced now with act of terrorism in the terminal, before control zone. Firstly, the system of concentration of air service itself provides sufficient congestion of people whose safety is very difficult to provide. Secondly, explosion damages not one flight but the whole transport knot and losses from it should be estimated. One should think a lot to reduce a number of airports of the country in 10 times for last decade, to concentrate lion's share of transportations in two points and to hope that exactly these points won't become objects of steadfast attention of terrorists. Their privatization additionally facilitates the task to malefactors as it's more difficult to provide safety of a private object, than of the state one. Business here comes first, while safety at the best is the second thing. Recent accidents connected with icing and light switching-off has shown full unavailability of infrastructure of the largest transport knot to emergency situations and terrorists have naturally used the given possibility. Certainly the main иlame lies with organizers and executors of act of terrorism but one shouldn't remove responsibility from their "volunteer assistants" in power structures and business approached to the power.

TO STOP TERRORISM, TO STOP ITS ENCOURAGEMENT!

The party leadership of "FATHERLAND: COMMON SENSE" made statement in relation to act of terrorism in Domodedovo airport on January, 24th, 2010

          We are shaken by the monstrous act of terrorism which took place on January, 24th, 2011 in the airport "Domodedovo".

         We grieve together with families of victims and injured, with all Russian people, we wish prompt recover to wounded and endured psychological shock.

         We are captured by anger and indignation because of revelry of terrorism proceeding on our earth - and because of evident inability (may be even unwillingness) of the state to stop terror.

         Official statements apropos all new acts of terrorism are little distinguishable, as well as these acts of terrorism, and resemble specific ritual services imposed by representatives of ruling bureaucracy with special and ever accruing cynicism.

         Frightening feeling that acts of terrorism are used to manipulate society, for switching of its attention, provocation of necessary reactions gets stronger; it seems that they already became special tool of management - especially during the periods of political instability.

               We Demand Real Measures of Counteraction to Terrorism from the State

  1. To investigate act of terrorism in "Domodedovo publicly and professionally. In particular, to establish the reasons why available, according to mass-media, information about preparation of act of terrorism was not taken into consideration and security of the airport was essentially reduced. All guilty should appear before a public trial.

         2. To dismiss heads of state administration bodies, the high-ranking officials of special services and law enforcement bodies which demonstrated through deeds their inability to counteract terror.

         3. To carry out structural reform of law enforcement bodies and special services, having reoriented them from suppression of political discontent by inadequacy of the state to execution of their direct office targets, in particular - fight against terrorism.

         To reduce exaggerated administrative staff of top echelon and mid-tire. To restore necessary for safety of the society structural divisions abolished by reformers, including transport militia, militia on protection of special objects, the Departments of Internal Affairs on struggle against organized crime.

         Following example of FBI create specialized structural divisions on struggle against ethnic criminality (as cultural specificity could be revealed in all actions of the person, including criminal, - counteraction to which without taking it into consideration as the Russian practice shows, is impossible).

         4. To restore a counterterrorism operation mode in the territories of the North Caucasus captured by terrorist war. To consider the question of introduction of particular control mode in republics of the North Caucasus where the all-Russian mechanisms of management show inadequacy to specific conditions of social disaster developing in these territories.

5. To provide rigid financial control over expenditure of federal funds in republics of the North Caucasus. To result scale of the financial help to these republics per capita constantly living in their territories in conformity to level of other Russia. (Financing of republics of the North Caucasus without it will make impression of state financing of terrorism more and more amplifying and dangerous to the Russian statehood and organized ethnic criminality)

 6. To develop and realize plan of normalization of development of republics of the North Caucasus, providing full maintenance of action of the Russian laws in their territory (in relation to their natives as well), maintenance of order and financial discipline and on this basis - restoration of labor motivation, development of productive forces and creation of workplaces.

         7. To put things in air field economy of Russia in order (thus only events of last month showed wide shortage of anti-icing liquid, absence of a reserve electrical supply of one of the best airports of the country and inability to provide safety of passengers). To dismiss the Minister of Transport of the Russian Federation as obviously not coping with his duties.

         8. To reveal and eliminate the reasons of overdue and incomplete reaction of services of rescue on act of terrorism (in particular, helicopters were not used to deliver first aid though presence of traffic jams guaranteed delay of ambulance cars while there were no medical means and qualified medicians at the airport, as much as it's possible to judge).

9. To find taxi drivers and persons engaged in private cabbing blackmailing victims of act of terrorism and denying assistance to them, to deprive them of their driving license, to publish their surnames in mass-media and to bring charges against them under corresponding articles of the Criminal code. To destroy airport taxi mafias, to reveal and bring to judge corrupted officials supervising them and other representatives of the organized crime.

         10. To recognize: the main source of terror, besides cardinally strengthening its destructiveness - corruption. If struggle against it undermines well-being of ruling class - evil be to this class: today corruption doesn't plunder - it exterminates people of Russia including usage of acts of terrorism. It is necessary to establish that the thief should be imprisoned, instead of staying in the government; it's necessary to pass from fictitious-demonstrative prosecution of separate corrupted persons to corruption eradication as the phenomena:

• to establish (by example of Italy) that the briber in case of cooperation with investigation is relieved from responsibility (it assigns all responsibility to the organizer of corruption - official and deprives victims of corruption of stimulus to his protection);
• to introduce (by example of the USA) full confiscation of even honesty got actives (except necessary for modest life) of family members of the organized crime (including corrupted persons: power corruption is always connected with mafia) not cooperating with investigation;
• to exile from the country all attaint "mafia boss" (following example of Belarus, Moldova and Georgia);
• to establish that condemned for a corruption crime is deprived of the right to occupy state post, to be engaged in legal activity and to be elected on elective posts of all levels for life;
• to transfer all state administration on system of electronic decision-making (realized in a number of international and even Russian companies), providing instant decision-making and settlement of disputes but the main thing - allowing to carry out walk-through imperceptible for people under control.

Unwillingness of heads of the state to conduct fight against terrorism in practice, not in word, in reality, not on screens of semi-official TV channels will strengthen impression of acceptability of terror for these heads and to create the feeling that the Russian state exists only as a group of corrupted persons indifferent to life and expectations of other people of Russia.

At the same resolute actions undertaken against terrorists and their helpers but the most important thing - against conditions and "game rules" generating terror seem to be necessary for restoration of trust to the Russian statehood, its improvement and life normalization to Russia, returnings from destructive liberal reforms to common sense.
