Campaign on Discredit of the Military Intelligence of Ukraine Is Headed Off Directly from the Kremlin

The head of the Ukrainian editorial board of FORUM.msk Vladimir Filin informed that according to his data, "campaign on discredit of Central Administrative Board of Intelligence Service of Ministry of Defence of Ukraine developed after personnel changes took place in its management last week is prepared by the Russian special services and goes directly from the Kremlin".
As you know, the president of Ukraine - Supreme Commander in Chief of Armed Forces of Ukraine Victor Jushchenko appointed colonel Victor Ivanovich Gvozd the chief of Central Administrative Board of Intelligence by the decree № 27/2008. In the morning Minister of Defence Jury Ehanurov presented Victor Gvozd to the administrative board of military intelligence of Ukraine. As Ehanurov noted, newly appointed chief "has sufficient work experience" in military intelligence.
"He has graduated from Kiev Combined Arms Command Academy, saw service in Transbaikalian and Carpathian regions, worked abroad (was military attaché in a number of countries), - the Minister of Defence informed.
"Victor Gvozd - qualified military diplomat and scout, - Vladimir Filin explained to FORUM.msk. - Until recently he worked in Secretariat of the President, supervising, among others, questions of military-technical cooperation of Ukraine with foreign countries. He is widely educated person, can decently speak Guangdong dialect of the Chinese language. New chief will allow to involve military intelligence into internal political disassemblies under no circumstances".
Simultaneously with Victor Gvozd's representation Minister of Defence announced the decree of the president № 26/2008 according to which Alexander Galaka was dismissed from a post of former chief of Central Administrative Board of Intelligence Service. Thus Jury Ehanurov thanked Alexander Galaka "for fruitful long-term work", colleagues said him goodbye warmly.
We shall remind that Alexander Galaka worked as the chief of military intelligence since March, 13th, 2003 having replaced Igor Petrovich Smeshko appointed then by the president Leonid Kuchma the head of the National Security and Defence Council of Ukraine. Earlier, from 1996 to 1999 Galaka worked as military attaché of Ukraine in the USA.
It is necessary to note that Alexander Galaka's relations with the present president of Ukraine developed uneasy. After "orange revolution" Victor Jushchenko tried to dismiss him having issued corresponding decree on June, 13th, 2005. However, Galaka submitted the statement of claim with the requirement to reinstate him as the reason of dismissal was not mentioned in the decree. In August, 2005 Alexander Galaka won judicial trial and was reinstated as chief of Central Administrative Board of Intelligence Service.
This time there is also no reason of dismissal in the decree of the president. However, Galaka is not going to have legal proceedings with Victor Jushchenko one more time. "There is time to come and there is time to leave. Probably, time to leave has come", - already former chief of military intelligence declared philosophically.
"Moscow immediately takes advantage of personnel changes, - Vladimir Filin says. - Rumours that the dioxine stored ostensibly from the Soviet times in one of the laboratories of Central Administrative Board of Intelligence Service was used at Victor Jushchenko's poisoning in 2004 were started up. It's pure speculation called to clear suspicion from the Russian special services acting under instruction of the supreme management of Russia".
Other provocative rumour, Vladimir Filin informed, is directed on discredit of special departments of GUR. It concerns events of spring, 2007, it appeared then and now was again reanimated.
Ostensibly in situation of sharp political crisis "three groups of saboteurs of Central Administrative Board of Intelligence Service were going under the order of the president to occupy buildings of the Supreme Rada and the government". Thus, say, "the first group in number of about 100 fighters was directly in barracks of the Intelligence Service on Rybalsky Island. It's the so-called elite secret department - specially trained, prepared and united by many years corporate friendship".
About 80 officers ostensibly "made the second group, they are half-officially considered "as fitters on counteraction to terror". The third group in number of about 150 fighters settled down on the territory of the educational center of special forces of Central Administrative Board of Intelligence Service of Ministry of Defence near Ljutezh. The group is officially enlisted in structure of Intelligence Service as diversionary division". At that, the Service, say, "had the scheme of communications and the plan of accommodation of deputies in cabinets of standing committees".
Vladimir Filin approves that "actually there was nothing of the kind, everything is out of thin air and the purpose of "action" fabricated in Moscow were quite concrete people in a key element of military intelligence of Ukraine".
"It seems to me that it's well known on Rybalky Island who in the Kremlin and on Lubyanka were the authors of "action" - they would regret deeply about it", - the head of the Ukrainian editorial board of FORUM.msk added. Читайте также:
