The Ukraine Faces the Problem of Mass Confiscation of Dwelling Houses for the Debts for Housing-and-Municipal Services

The Supreme Rada of the Ukraine refused to forbid confiscation of the apartments for the debts for housing-and-municipal services. For the acceptance in the first reading the bill "About modification of the Law of the Ukraine "About executive manufacture" relating to prohibition of confiscation of the apartments for the debts for housing-and-municipal services for the population of the Ukraine" voted 212 People's Deputies out of 442 registered in a hall. After the first unsuccessful voting deputies sent the bill to repeat the first reading, 239 deputies out of 441from those who were registered voted for it. The bill provided modification in the law which forbids collecting under executive documents on premises at the presence of certain conditions, namely: citizens constantly live there, they should be registered there; their cumulative monthly income should be below the living wage established by the law; presence of debts which are the results of untimely payment for the maintenance of habitation and municipal payment and for the reference for their collecting; presence of debts on wages, pensions, social payments and indemnification of charges from depreciation of monetary savings, other kinds of income before citizens; if these citizens havent refused from the conclusion of the contract about re-structuring debts for housing-and-municipal services. Thus the period of action of the specified interdiction has temporary character: till the moment of repayment of the debts on wages, pensions, social payments and indemnification of charges from depreciation of monetary savings. It is curious that the initiative of the bill belongs to Julia Timoshenko's Block and not to the left in parliament. The problem of housing and communal services in the Ukraine is, perhaps, even sharper, than in Russia: here they have a deterioration of an infrastructure which updating is objectively possible only due to the consumers; already enough high tariffs for services of housing and communal services (if to compare them with an average salary in the Ukraine which is below than in Russia, it turns out that the Ukrainian already spends half of his income for housing and communal services). At that the ruling coalition from the Party of Regions, socialists and communists bears full responsibility for fiasco condition in the field of housing and communal services - not for nothing the president Jushchenko, obviously with a view to it, has already named a situation in housing and communal services "a threat for national safety of the Ukraine". That is he outlined all the depth of fiasco which is being prepared for the cabinet of Janukovich as soon as the system of housing and communal services will finally collapse. On the other hand, for the cabinet banking on a social orientation in politics it is politically unreasonable to insist on confiscation of the apartments for non-payment (though, probably, its not possible to beat out in other way the last kopeck from poor population). Liberally-populist opposition on behalf of Timoshenko also took an advantage to use this circumstance having brought the bill which should be proposed by the communists or socialists. Nobody remembers any more how Timoshenko being "orange" prime-minister ordered to meat to become cheaper and to grivna to rise in price and as how her own ally - Jushchenko was simply compelled to replace her on the post of the prime minister so that something would still remain to the coming elections from the Ukrainian economy. Today Timoshenko is a patroness. And the left in ruling coalition - compromisers. Meanwhile, from the point of view of common sense the bill should be accepted in any variant, even being proposed on-new, it would be better if from the part of the left. All the same confiscated apartments cannot be sold to anybody, except for the same poor Ukrainian citizens. And if people do not have the means which are required to the state for reforming of housing and communal services, then its not possible to beat them out using power. While privatization of system of housing and communal services in this case was a serious mistake, as soon as at a private way of managing, besides very heavy for the payers means for the reconstruction of housing and communal services the payments contain also the profit of the owner that is too heavy a burden for the citizens. So it would be necessary to put into an interdiction on confiscation of habitation a moratorium on privatization: all the same "effective proprietor" in the Ukraine has no sufficient own means to invest reconstruction and will begin to beat them out from population.
