Carthage – That Is the CEC – Should Be Ruined

In any other country passed election campaign in parliament could appear last for such person as the head of the Central Election Commission V.Churov. The matter is not that requirements of his resignation are constantly heard from the leaders of the Duma fractions and sounded on Sunday meetings of different party belonging.

Even Human Rights Council under the president headed by "democrat" of the first wave M.Fedotov didn’t stay aside and expressed mistrust and suggested him to leave in connection with trust loss.

“In conditions of current election campaign this post should be immediately occupied by a person with irreproachable reputation, enjoying authority in civil society”, - is told in its statement.

The Council also urged “to provide maximum guarantees of fair and free will of citizens on presidential election of 2012, to provide prompt acceptance of a new elective legislation aiming to carry out preschedule parliamentary elections on this base”. All these are consequences. The reason - is on a surface. Churov’s Central Election Commission, according to the general opinion, became today the main organizer of falsifications of the national will in favor of favourite party of reigning "tandem". That is why it so indifferently looks at all infringements of law created by "vertical", on ministers and governors - "steam locomotives".

As well as the other similar "executor of law" - chief of the Constitutional Court V.Zorkin. Therefore not for nothing we have already heard from the walls of the Central Election Commission: "You will not live to it". Obsequious political scientists and troubadours of the mode like the chairman of the Council of the Russian Institute of Electorship I.Borisov hastened to teach unsophisticated public:

- From the point of view of the current legislation no one including appointed him body has the right to dismiss the member of the CEC as well as any member of Central Election Commission of other level.

He reminded that the Central Election Commission is formed under such scheme: five members from the president, five members from the State Duma and five from the Federation Council. These embassies should elect themselves their chief – the head of the calculating department.

All know how it happens in reality: Vadim Evgenevich is protégé of the Prime Minister Putin under whom he worked in thievish Sobchakov’s mayoralty. His appointment the head of the Central Election Commission was arranged in accordance with criminal art. For this purpose the item according to which only lawyers could be its members and naturally head it was withdrawn. Vladimir Evgenevich, as we know, is the journalist who devoted many researches to the story of formation of imperial and white guards’ armies. He is its expert and hot supporter.

On the eve of his rise mass-media wrote: “Churov came to work in the committee on external relations of the mayoralty of St.-Petersburg in 1992 when the committee was already headed by Vladimir Putin, gradually he became his assistant, then the chief of one of its departments. Churov – is the member of a team of the president, – political scientist Dmitry Badovsky ascertains. – It’s possible to speak about him as about authorized representative of the president in many respects … “.

If it’s clear now, how he has risen on the top of the calculating department? On the quiet. Since then his favourite “white guards” can be found practically in all 90 thousand country polling districts. Then the scandalous phrase which flew around all mass-media and did elections unnecessary: “«Putin is always right”, - appeared.

Control figures about “shattering victory” of “United Russia” are simply dispatched to all local committees which, as well as the governors - "steam locomotives", need to follow them strictly. Confidence of Putin’s favourite constantly forces to think: what is it - the Central Election Commission? Who allocated it with the right to punish and pardon parties and candidates, to reject in registration, to remove from elections?

Under the Constitution the supreme and unique source of power in Russia are people. It looks as if they don’t need any official service as intermediary for formation of the State Duma. There is no such “ministry on elections”, as the Central Election Commission with its huge retaliatory powers in other civilized country – either in America, or in France, in England and Germany. They get along entrusting organization and carrying out of elections to time public organizations or the Ministry of Internal Affairs.

Having set these questions, I tried to learn, when the Central Election Commission appeared, what are its powers? As one could expect, its "godfather" - released from the power Yeltsin who on September, 29th, 1993 made citizens happy citizens with the decree about creation of the Central Election Commission and carrying out of elections to the illegitimate State Duma and the Federation Council. On October, 3-4rd that "manifesto" was empurpled by blood of not guilty Muscovites and defenders of the Constitution.

On the eve of New Year “shooter” usurping power made really imperial gift to the members of the CEC: he assigned their material maintenance to the Department of Presidential Affairs. It means both decent salaries, awards and other measures of encouragement "for comprehension" including possibility to give offsprings possibility to study at the prestigious domestic and foreign high schools. Here you are first revelation. Illegitimate Central Election Commission appeared as means of legitimization of deprived of power Yeltis.

Since then essence of this calculating department remained invariable: power reproduction. So why should it be “reproached” for falsifications in favor of the Kremlin candidates and "party in power", if opposition to the national opinion, forgeries and juggling – the main aim of its existence?

The second revelation. There’s no mentioning of the CEC in the Constitution of the country. Later its birth was legalized by the law written by its officials. It’s simply fantasy. The body carrying out parliamentary and presidential elections, forming constitutional authorities is unconstitutional itself. The conclusion follows: unconstitutional Central Election Commission which has turned into “the ministry of correct voting” should be abolished. There’s twice more population and voters in the USA, but they get along without such monster.

So, it seems that not the requirement of replacement of "bad Churov” with “good accountant”, but requirement of liquidation of the CEC could become the slogan of wide anti-Putin opposition. It could be the base around which both right, left and centrists, parties and movements of the most different shades can unite on the eve of presidential and elections …
